Hey my microphone right now has 1 word to describe it crappy so I was wondering if theres a good microphone under $20

Depends on what "good" is and for what type of use. Need a bit more detail.

A good microphone for music or voice recording is about $50-100 on the cheap side, for a PC you can get one for $10 that will work OK for voice chat.

Um for recording recording like only a microphone not a headset. One for recording and skype and also teamspeak

Some here, find one that matches how you will set it up (on a stand or not), the ones with 4 eggs should be good. Although you have to go over your budget by 2-3 times to get a good mic for good recording quality if you want to record instruments.
