I have microsoft visual c++ redistributable from 2012, 2013 and 2017. Can I uninstall from earlier version? 2012 and 2013

No unless you uninstalled all programs that used the earlier versions.

Per Microsoft: "The libraries are required to run applications that are developed by using the corresponding version of Visual C++."
