Minimum laptop specs for photoshop drawing and editing?

Hey there!
So I recently decided that I wanted to move away from the gaming desktop I have and go for a nice mobile drawing laptop. Shopping for one (especially on a budget) has been pretty... Rough.

To make things easier, I wanted to ask what the minimum specs would be for a windows laptop that can handle drawing and editing images in photoshop.

With these minimum specs, I can have an easier time comparing laptops at my local shops.

Without considering budgets or anything, A simple small list of the most minimum specs to handle these photoshop tasks would much appreciated.

An i7 7500u is the minimum I would go for tbh, a 7700HQ is optimal since you get twice the amount of threads and a much higher clock speed, however these are generally only with gaming laptops. For Premiere rendering the CUDA cores in Nvidia GPUs help with CUDA acceleration though.
Mostly just high thread count, stick with Intel.
Just give me a number for a budget no matter how rough, Newegg have the best laptop deals hands down if you're in the US.
As mentioned, a good IPS display is also optimal for color accuracy.

Thanks for the quick replies. I am in canada and things are not very budget friendly from what I have seen so far.

My quick budget is only around 400 BUT I can currently do my work on my gaming desktop so I can wait and save up.
My longterm budget would probably be around 1,200. Hopefully that is enough to get a decent one.

I recently bought an Asus K55A on craigslist for $75.

Specs are:
OS: windows 10 64bit
CPU: i5-3230M 2.6ghz
RAM: 4GB
Graphics: Intel HD 4000

Any chance i can upgrade the ram to a point of Photoshopability?
If so how much should i upgrade to work comfortably?
Anything else i can buy in terms of hardware that might make it easier to digitally paint?

I appreciate any and all feedback.
