Missing L2TP NDISWAN Miniport adapter

I cannot create IPSec/L2TP connection in PPC2003. I find that "L2TP NDISWAN
Miniport" is missing in "Network Adapter". Can I install the network
adapter by myself?

The only way I know to do that is to do a hard reset.

I have tried to reset it but the adapter doesn't appear.
