Motion sensing alert suggestions

I was reading the article below on Tomsguide (I assume this is connected to Tomshardware).

I'm looking for a wifi camera that will immediately set off an alarm to wake me up when it detects motion. The review below suggests the Belkin can send such alerts, but it seems to suggest this is at regular intervals as opposed to immediately. Does anyone have experience with this camera, and can it send immediate alerts? If not, does anyone have a suggestion for some other solution?

Why not just get a dedicated motion sensor from home depot for ~10 bucks? Those work without needing a computer or LEDs
