Move files between pc's

My PC doesn't have a WiFi receiver so I have too download any files onto my tablet and move them via USB stick, but I need too download a file that's bigger than the space on the stick, so I was wondering if I could move files from a windows 8 tablet too a windows 10 pc via USB cable

Edit: The pc isn't connected to the internet because my neighbor is letting me use theirs, I did think that it should automatically detect it as a storage device but for some reason it's not there

How is the tablet connected to the internet? Your PC is not? Are they both on a router or are you just using a cell data plan on the tablet?

If you hook up the tablet to the computer it should be detected as a storage device.
