MS-DOS 6.22 not deafening CD-ROM

I have Compaq Presario 5220 with Win 98 installed. i made a clean install with DOS 6.22 original Diskette's. I then installed Windows 3.1 with no problem. Now i am trying to install Win 95. i have the 95 upgrade CD but 3.1 will not "see" the CD-ROM drive to install. I do not have enough Floppy Disk's to have 95 floppy install. How can i get 3.1 to see CD-ROM and install Win 95. I do not remember from years ago how to do this. Dang new technology, i knew i shouldn't have stopped using old computers.

Copy the files litttle by little onto the floppys, copy the files into somewhere on the windows 3.1 computer, delete files off the floppys, then load more and more until its all of the disc is on the computer. may take some time, bu should work.
