System spec:
i3 3110m 2.4ghz
gt 650m 2gb ddr5
8 gb ram 1333mhz
500 gb hdd 5000rpm

gpu usage always below 99% and/or spike up down while gaming. Only stable while on menus and sometimes during cutscenes. fps changes minimal to none when changing graphics quality of games. ran far cry 4 on ultra with 15fps while running in the woods without other npcs. when on low same fps show only slightly better being a bit higher with sometimes stable at 18. Cant run 2k15 on any settings. Playing only in 1366x768 resolution. GPU temps are always below 60 and CPU temps are 85 max mostly on 80. used fraps on fps. used msi afterburner and msi gaming center to observe gpu usage.

If bottlenecked, I am planning to buy an I5 or n I7 processor, and if worth the price.

Yes absolutely. Multithreaded game engines can have massive performance issues when run on multi-socket systems or single-socket systems that do not have enough cores. The reasons for this are quite technical and involve resource sharing, synchronization, and real time constraints. When a game specifies a minimum of four cores even a very old quad-core CPU will outperform most modern dual-core CPUs. Some highly optimized games such as Battlefield 4 are solid exceptions to this rule but many more simply are not.

Also keep in mind how Nvidia tends to name cards. As the new gen comes out its typically replaces the previous gens higher performer.
For example the new-ish gtx970 has equivalent performance to a gtx780 (there is no 800 series in the desktop market) A gtx960 is expected to have similar performance to a 770.

So given that (and without checking for accuracy), I would except your 650m to be = 740m = 830m = 920m
So while you are close, the 840M is still a tier above you performance-wise.

Just something to keep in mind...

Thank you for that. It may be true but you know that it is not that accurate. With desktop and high end gpus like the 780 and 970 it may be true but not much with low mid laptop gpus. spec wise the 840m is clocked higher but i only running at 64 bit, while 650m is clocked about 150mhz lower but is running 128bit. I dont know which is better?
