I bought this Laptop very cheap used and when i got there the seller said the battery was 100% dead so my question is can the battery be user replaced?

All of the batteries are replaceable. How easily it can be replaced, in some cases, is a whole other story.

Try doing a search online for that laptop, you may well find a video or two to walk you through it.
