My amp is ran on a toogle switch and the amp has power and I have checked all connections and fuses, but my subs wont turn on.

You may need to turn the subwoofer output on.

Yes it's a car stereo, the remote wire was bad coming out of the deck so I bypassed it and installed a toogle switch.
