My android phone wont turn on

my android phone was not acting right so i turned it off and when i went to turn it back on the only thing would happen is the at&t logo would pop up then the rethink poss would pop up & then go back to the at&t logo would come back on so i took out the battery 4 a few minutes and put it back in now it wont come back
