My android will not turn on. How do I recover them to my new phone

If you can't get the phone to turn on, unfortunately getting the contacts off of it may well be impossible. If there is any way to turn on the phone, then that would be the best way to get the contacts.

One way around it would be to look at your bill (either paper or online) and see what numbers have called or texted you, and that you have called or texted. While it won't have the names, it will at least have the numbers.
