My computer won’t let me type anything and all I see is wallpaper and sign in notice?

You say a sign in notice. Does this mean it is asking for a password? If that is the case, you will have to type in the password. If the keyboard is not working, then try an external keyboard. If, however, you are trying to get in without knowing the sign in information, we cannot assist with bypassing said info. You really haven't given us much to work with here so lets start with some basics.

Firstly, does the Mouse Pointer move?
Secondly, what is the Operating System and version?
