My Dell laptop won't start up, need help!

My dell inspiron 15 7537 won't start up and in the past this has happened and I would have to "refresh" it from the troubleshooting menu. I don't know if I should download a new windows on it or try something else?

itsZephr, I presume you are talking about your windows not starting, not the laptop itself powering up?
