IMEI can't prove identity as that is on the device/in the device. If the phone is locked, you need the information that was used to set up the phone. Email, etc. If you don't have that, you need to get it from who ever you got the phone from.

Yes but my phone Zte company told me they don't know why its lock and its my only phone and option i been locked out for a month and I show all my identity and I don't know any other way.

There is always a reason for it to be locked. If you are trying to enter the wrong password, or trying to enter the wrong address associated with the phones google account then it won't work.
