Solution
Sounds like a problem with the power distribution board inside the laptop. First I would try going into the BIOS and resetting it to the default or optimal settings. If that doesn't help I'd do a clean install using the following directions. This might be an issue with the MBR or GPT partition causing conflict with the boot process somehow.

Windows 8 clean install: http://www.eightforums.com/tutorials/2299-clean-install-windows-8-a.html

Windows 7 clean install: http://www.sevenforums.com/tutorials/1649-clean-install-windows-7-a.html

Then the problem is likely hardware related and probably requires disassembly of the laptop to replace the damaged component. Does it do it no matter if it's running on battery power or if the battery is removed? Try removing the battery and leaving the AC power cord plugged in and see if it still does it. If it does, try it with the battery only and no cord plugged in.
