My laptop turns on but the screen goes black with just the mouse on the screen

I turn my Toshiba Satellite Laptop on, it shows the windows screen but then the screen just goes black with the cursor on the screen

my desktop did that today. had to restart it several times to get it on. Did you try safemode?
