My laptop wont turn on

My laptop has refused to turn on but the light to say its charging is on but then when it was fully charged the light beeps and is making a quiet clicking sound. I tried ti take the battery out and nothings working. I dell have a reputation for breaking down laptops but mine is only 9 months old what should i do? send it back ? Cause this is the second time this has occurred

If it is still within warranty then return it.

Sounds like the HDD may have died ... the clicking noise you mention.

Irrespective ... take it back to where you got it, and get the manufacturer to do the work under warranty.
