I have a phone which cant store more than 2GB and it has a rom of 2GB and ram 16 GB WHAT could be the reason for this

Does any of that 16GB used as storage on a SdCard?

The make and model of the phone might help us, please.

When a phone advertises that it has a certain amount of GB, that isn't how much you have access to. The number is the total amount of space the device has. Which much of that will be taken up by the OS and any preinstalled apps. What is left is what you actually have access to.
