My phone won't turn on

Hello,
My verizon android wont turn on. If i plug my phone in it sparked and goes to my home screen... if i touch to unlock the phone it restarts all over again.

When you say "sparked", as in electrical spark? Have you tried to do a hard reset? Bring it to a Verizon store to be looked at?
