My Surface Pro 2 RT 8.1 is stuck in the auto repair cycle

As mentioned, my Surface Pro 2 (Windows RT 8.1) has gotten stuck in the auto repair cycle of death. Luckily I don't have any important files on that computer. I would love some fix advice, what causes it, and whether or not it is 100% nesecary to go in and have it serviced.

Please do try these troubleshooting steps that may help.
- First is to do a hard reboot, remove the battery and unplug the AC adapter then press and hold the power button for 20 seconds then try booting up again.
- If the same problem will persist do try loading the laptop in Safe Mode.
- While the laptop is booting up, repeatedly press on F8 until it loads Advanced Boot Options then select Safe Mode.
- If Safe Mode will load do run System Restore to bring it back to an earlier date or time when everything was working fine.

- If System Restore will also not load, your last option would be to reinstall Windows 8.
