my z981 only shows a lighted circle at bottom but won't turn on and it is fully charged

Charged my ZTE Z981 last night. Went to turn it on and the only thing it does is have a lighted circle at the bottom. Guess it died.

Sounds like a hardware issue to me. If it is under warranty, contact the manufacturer. If not, you can try a local tech.
