Anybody notice when Navy NCIS is on the color has a definate
orange/red "push"?
98% of the time colors are accurate on OTA but are _always_ off on
this particular show. What gives?

I;ve noticed this too. The color shade is definitely REDDER than
what it should be. However, when I playback my Panasonic dvd recorder,
the tints are corrected.

I don't find it so much too warm as too saturated. Once I turn the
saturation down a bit, it's not too bad.
