Solution
I assume that the channel up/down on the TV won't access channel 3 because there was no signal on it when you set up the TV and did a channel scan. If you can access the TV menus then try to add it manually from there. If you can't then make sure that you have your channel three source active and run the channel scan again.
If you can't access menus without the remote you will have to get one. A universal remote with the correct codes for your TV should work if you can't get the original one.
Many sources that output on channel 3 can be switched to channel 4 (check the back).
