Really depends on your use case/needs.

An i7-6500U is a solid enough CPU, the 940M though, isn't the best GPU. For the budget though, I wouldn't expect to see much better.

Decent choice...
Well balanced, plenty of ram, has an SSD..
Can play some older or low requirement games but don't expect to max out Witcher 3 or anything.

If wanting for general tasks or gaming with older titles than sure.
That i7 is not a quad core with 8 threads, it is a dual core with 4 threads and is a "energy efficient" version to boot. The 940M is basically your step above integrated graphics level of GPU.

For $700 it is still a decent buy, just need to understand what it is.
