Need help with Dell Inspiron 1520

I have a Dell Inspiron 1520. The laptop will act like it's powering on but doesn't. Laptop stays a black screen and power light will light up but a flashing blue light beside the power key comes on. What do I need to do to fix the problem?

Don't want to buy a new one just need to fix the problem
