ok so this is my first post and i was wondering what a good casual gaming computer,(desktop or laptop idontcare),for 250 dollars or less

Let's not get hasty. We need to know what he really meant by casual gaming. If we're talking facebook games or things like angry bird, $250 might be possible

As ColGeek suggests, your best bet will likely be to check the used market. You will not be able to build a new PC for $250 that will be able to play games, especially if you don't already have an operating system (Windows). You might find an old office PC that can be upgraded with a HD6670 or HD7750 to be able to play most games.
