New Laptop FPS problem

Literally just unboxed a new gaming laptop that I got for college.
Here are the specs:
MSI GT62VR
GTX 1070
Intel i7 7770hq @2.8ghz
16gb ddr4

I booted up csgo to see what kind of FPS is was getting and it was all over the place (ranging from 130ish-220 on dust 2). The movement also did not really feel too smooth. I watched a video of another laptop of the exact same specs getting 260ish steady maxed on overpass dm.
Being that this is a new laptop I am assuming that there may be some settings that I need to change in order to get the performance i am aiming for. I am hoping someone can point me in the right direction.

Solution
- install latest drivers for all components from manufacturers website
- install latest nvidia driver
- set windows power settings and nvidia control panel to max performance
- uninstall any manufacturer bloatware
- give it a couple days to finish updating windows

Okay, so after exploring all of the suggestions, I discovered a solution.
Turns out that G-sync was the culprit in the case of CSGO. Idk why or what, but disabling it brought me up to a stable 200+ FPS.
