New pc build getting shocked when touching usb ports

I built a new pc
I5 7500
Gtx 1050 ti
Cooler master elite v 3.0
When i connect any usb devices i am getting slight shock on usb metal parts
Note : when i got the psu i found that the cable is not working
Does this electrical probelm affect my components ?
