New Toshiba Laptop Windows 8.1 Very Slow

I just bought a new Toshiba laptop, which has windows 8.1 running on it. When I go on to the internet, on Chrome, it is infuriatingly slow, I can't play any games, videos lag, and moving the cursor is slower than on my old Toshiba which had Windows 7. What is going on? Should I return it?
