Question Newly Built Computer Freezes on Login Screen

Hi guys,
I have just built my first computer, and it seems to work until it hits the first windows screen. I can access the BIOS with no problems, but when it actually boots, either from my old SSD or a Windows 7 CD, the first page it loads (login screen or installation screen respectively) is out of resolution and completely frozen.

I've tried resetting the BIOS and reseating the RAM, but nothing helps.

I'd really appreciate some help on this.
