My new nikon D3400 display is not working.

Take it back to the store and have them fix or exchange it.

If you have a new camera which is not working, take it back to the store and exchange it.
If you can't (for example bought it over-seas), google a camera repair shop. There are dozens in every market. Most larger camera stores also repair cameras.
