Nikon coolpix s3500 charger/battery/hardware problem?

Hey all!

I have a Nikon coolpix s3500, less than 2 years old. Recently (as in two days ago) I attempted to turn it on after about 3 weeks of no use and it did not power on.

No problem, I plugged it into the charger. But when I did so, the charging light did not turn green. I believe there is a problem with the charging cable, but I'm not sure how it could have a short when it sits on my table and doesn't see much action. How can I determine if it is the cable, the battery, or something wrong with the hardware?

The camera does reside in my bag in its case. It does get jostled a good deal but I've never dropped it or anything like that.

Please note: I bought this camera in the US and currently reside in Europe, so I don't think any repair places could help me without frying my device.
 
Solution
Connect a Voltmeter to the measurable output of the charger. You should get 8.4 V. You can check the battery voltage too to determine its condition.

Lithium batteries do not die a sudden death. The battery will decay over time and also if left unused for long periods of time.
