Nikon D3200 versus Canon 600D

I need a decent budget DSLR for HD videos & high quality photography. I have the following options that fit into my budget:
1. Nikon D3200 with 18-55 VR lens & 70-300 AF (Non VR) lens kit for Rs 33,600/-
2. Canon 600D with 18-55 IS lens & 70-300 IS lens kit for Rs 36,000/-
3. Nikon D3200 with 18-55mm VR Lens & 70-300 VR lens kit for Rs 42,000/-

Which out of the above mentioned cameras should I go for?

For the camera, I will take the nikon, but the nikon 70-300mm lens is not the good one. If you need the high quality photography you don't want to buy the kit lenses, you will only get the good quality video/photo.

I will take the #2 option, because lens is more important than the camera for the good quality photography.
