Both lenses will work with your D70, Stephen. We talked about this lens a
few weeks ago on this newsgroup. The problem is that there are two lenses:

Zoom Telephoto AF VR Zoom Nikkor 70-300mm f/4-5.6G Autofocus Lens,
black, USA, $129.95
Zoom Telephoto AF Zoom Nikkor 70-300mm f/4-5.6D ED Autofocus Lens,
USA, $299.95, after rebate $249.95

The consensus of the group is that the G lens is not a very good lens,
especially compared to the D lens. After hearing several experts talk on
this subject and evaluating what the circumstances are related to usage of
this lens, I decided to buy the D lens.

There is VERY LITTLE difference optically between the two lenses. The
single ED element in the more expensive one mostly serves to pump up
sales hype and profits rather than making a significant reduction in CA.
Both lenses have poor contrast but this isn't a big problem for digital
shooters with the exception of snapshooters with Photoshopophobia. The
metal mount in the expensive one is a plus but the polycarbonate one in
the cheaper one hasn't given me any of the problems that I was warned
against.

Both are soft at 300mm.

At what focal length do these lenses start getting soft?

Offhand, without doing a test, I'd say about 250mm.
