No screen power on laptop

I have a Toshiba C655 model and the lights are on for the power as well as the hard drive, but nothing appears on the screen. I have removed the battery, no luck. I have also reseated ram with no luck either. I have also plugged in external display and nothing shows up on the TV either. I have been told that there is a power supply issue and Toshiba will replace that, could it be it is not getting enough power and so cannot boot up all the way? Thanks for any help or advice on this. There is a fan sound coming from the computer, so I know that is working, but it just hangs with no screen working and nothing once I turn it on...

Question from caribenow : "Laptop not powering up"

Laptop does not power up, but lights are on. Could it be the power supply not receiving enough energy? I read that the Toshiba Model C655 has an issue and company will replace power supply.
Lights stay on but no display or anything. I hear the fan, but have also tried to take out the ram and the hard drive and still the same issue. Also hooked up to a tv and that was not the answer either. Thanks for any help.
