You shouldn't publish another person's telephone number and that's why I removed it. You admit you don't even know who's it is and it's pretty unlikely the owner will read your thread here.

Call it up and ask whoever answers who owns that number. If you're upset because they call you, welcome to the modern world. We all get calls we don't want but your phone is probably capable of blocking the number. Try that.
