OBS Stream Bad Quality?

I just started streaming on twitch with OBS and I've tried so many different settings, all of them are fine except when I view it on my stream it is very pixelated.
Specs
I7 6700k
gtx 960 4gb
Gigabyte Z170x-UD3
16 gb ram
500w psu
I have 19ping to US East chicago which is the server I stream to with a upload speed of 12 mbps.
1 tb hard drive (dont know the name)

I have no idea why my stream quality is so bad.

If you take a recording instead of streaming is the recording good-looking?

Then it has nothing to do with your Internet or ping or bandwidth.

Laggy? You mean low framerate? Or do you mean low quality and pixelated?

What are your settings for the bit rate and resolution?

It's pixelated I have a 1280 720 and 60 fps at 3500 bitrate

I just upgraded my processor and motherboard so that I could start streaming but the quality is really pixelated.

I have an i7 6700k
G170x motherboard
Gtx 960 4gb

The problem isn't internet connection because the recording is the same.

My bitrate is 3500 and I have my frames to 30 and red at 1920 x 1080 I play csgo.
