Question Onboard RAM for Toshiba Satellite Pro L450-EZ1510

My Toshiba Satellite Pro L450-EZ1510 laptop came with a single 2GB DDR3 card installed into the lower bay. Computer properties displayed 1.87GB usable (93.5%).

I purchased 2 new 2GB cards in an attempt todouble my RAM. When installed and after a reboot, computer properties displays 4GB RAM installed but only 2.84GB is usable (71%).
This is quite surprising (and disappointing).

I doubled the memory but only picked up a single GB. I don’t even have 3GB total with 4BG installed. Major Ugggh !!!
Any thoughts?

Yes, it appears that the IGPU is "using more RAM". My question is WHY?

Specifically, why with the single 2GB card does it avail 93.5%, whereas when the capacity is doubled (4GB), it only avails 71%. This does not seem right! I've never seen this with any of the many desktops for which I've enhanced RAM over the years.

Is there something unique to this Toshiba laptop model that causes it to behave this way ??

Does no one know why there is such a great degradation in memory on this model?
