only fast download rates while browsing

Hi Guys,
I recently built my pc but i am having a problem with download speeds. In my browser(chrome) my browsing and downloads are fast but as soon as i try download anything else outside of the browser(utorrent, windows update etc...) my speeds drop to about 1 kb/s. Please advise me on what i could do.

Sounds like it's a protocol issue. I may be wrong on this, but browsers generally download files via HTTP, and uTorrent and WUP use FTP, P2P, or other protocols. Has this always been an issue? Try rebooting your router and modem.

With my previous pcs this was never a problem but since this one is new it has always been like this is there any way to fix this?
