Onscreenl keyboard Popup

My onscreenl keyboard keeps popping up whenever I touch the screen, while typing, etc. How do I keep it from popping up on the screen?

Disabling "tablet" mode (if Windows 10) should stop that, I would think.

You can also disable to onscreen keyboard outright under the "ease of access" settings.
