Open a .ipa on the device?

I downloaded a .ipa on my apple device is there a certain app on the AppStore or safaris that can open them?

No, you'll have to do some lifting to make this happen. You'll either need to go through a fairly complicated process using a PC, or use a jailbroken phone with a special application on your phone.
