Outlook 2013 sends/receives but will not display new messages til you toggle folders

Windows 7 64-bit auto updates on and fully updated. Running Office 2013 student edition via a gmail custom domain email service, 1 machine in our office when sending/receiving email it completes fine, there are no errors but no new mail pops up in the inbox. We can confirm there are new messages in the mail box by checking the same account on a phone. If the user clicks on another folder in outlook and then goes back to the inbox the new messages pop up in the inbox.

The problem is that any new messages are not visable and not giving us the notification to let us know to reply. So these messages might sit like this for hours.
