I bought a optus pop4 of a lady who put it through the washing machine
I got if going and did a factory reset in case it had her private details on it. Now I can't use it, when I turn it on it wants her google email and password, I don't know where the lady is to get the details. How can I make it work.

You can't. FRP requires that information, without it the phones a brick. Factort Reset Protection is an anti theft/security measure, so someone can't just reset the phone to remove a password/lock and make it usable.
