Persistent Malware pop-up

For several days i've been experiencing this pop-up on my desktop.

It seems to appear randomly and doesn't show up in task manager as far as i can tell.
I've tried using Windows defender, Malwarebytes, Malwarebytes ADWcleaner, Malwarebytes junkware removal tool, Avira and HitmanPro with no result.

Any assistance or advice would be greatly appreciated.
