Personal iPhone app from Chromebook

Hi all, quick question. I have a Chromebook and want to create an app solely for my personal use. I don't know how often i would use it and have no experience of programming/ coding at all so do not want to pay Apple or anyone else to try this. Is there any way i can make an app on my Chromebook and put this on my iPhone without paying anyone for developer accounts etc? Thanks

The Chromebook is one of the worst platforms for development (Android / iOS are worse).

You need a MacOS device (read: Apple laptop or desktop) to develop applications for iOS.
