Phillips Tv hard to start with remote

I have a Phillips led tv that takes several attempts to turn on with the remote. It turns off with the remote every time, and also turns on and off every time when pressing the power button on the tv.

Is the same button used on the remote for the On and Off?

Yes it's the same button for on and off. And the batteries are new both at 1.55 volts. I was leaning toward a bad component for the IR receiver but it turns off with the remote every time without fail.

Is it possible there is a power setting in the TV's options that makes the TV sleep or go into a coma, and not respond to IR commands?

None that I can see in the settings.
