Solved! Phillips tv no standby

Tv has no standby light, volatge is there but unsteady. Specs say 5v I get 4.6-5.1v but always varying. No other voltages present.

Tested the caps with an esr meter and all are showing good. Thats where the confusion sets in. Searching for the board no where has one in stock.
