Phone won't respond

Try starting it up in "Safe Mode". If it will load, while you won't have access to much, it will tell you that there is something on the phone that you need to remove. Bad app, virus, malware, etc. Once removed the phone should work normally.

Note: If you can't find and remove the problem, you may then have to "Hard Reset" the phone, which will wipe all data on it. So if that is needed, be sure you back up all files (can't back up apps) before doing the reset.

4. If you wanted disable it, simply repeat the steps above, and you should see "Safe Mode: OFF" rather than on.
