Install VLC player and you're good to go for DVDs.
Cds will happily play without extra software.

How old is the laptop? What is the exact model #?

Are you sure it has a cd/dvd drive?

This app won't run on my Toshiba Satellite L75-A7271 laptop running Windows 10 version 1709.

Your thoughts?

That seems highly unlikely since VLC runs on just about any Windows platform.
I use 1709 and VLC together without issue.
